Responsibilities
Provide day-to-day support for legacy COBOL-based applications running on mainframe and AS/400 (IBM iSeries) systems, ensuring stability, performance, and compliance with federal health standards.
Manage and support the claims processing applications, ensuring data integrity, efficient claims adjudication, and compliance with relevant healthcare policies.
Support healthcare exchanges by ensuring that data flows between federal systems and state-level systems, including enrollment, eligibility, and benefits data, are managed accurately and timely.
Coordinate and manage software releases, updates, and patches, ensuring that all updates to the systems are deployed with minimal disruption to service.
Oversee batch jobs that process large volumes of healthcare claims and other related data, ensuring efficient processing and timely job completion.
Quickly identify and resolve production issues, ensuring minimal downtime and minimal impact on claims processing and healthcare services.
Work closely with business and technical teams to design, develop, and implement new functionality or enhancements to meet evolving healthcare policies and user needs.
Ensure all systems meet required compliance standards such as HIPAA, FISMA, and other federal regulations. Maintain clear and detailed documentation for all applications, processes, and procedures.
Collaborate with cross-functional teams, including business analysts, project managers, and quality assurance teams to ensure seamless system functionality and integration.

Required
US Citizenship or Green Card holder (Living in the US for the past 3 out of the last 5 years).
5+ years of hands-on experience in COBOL programming on mainframe systems (z/OS, AS/400, IBM iSeries).
Strong background in AS/400 (IBM iSeries) system administration and development, including proficiency in RPG, DB2, and CL.
Experience working with healthcare claims processing systems and knowledge of the healthcare exchanges (e.g., Federal and State health insurance marketplaces).
Proven experience in release management, including managing the lifecycle of software releases from development to production.
Expertise in batch management processes, including creating, monitoring, and optimizing batch jobs for high-volume data processing.
Familiarity with federal healthcare regulations (e.g., HIPAA, FISMA) and experience maintaining systems in compliance with these standards.
Strong problem-solving skills, with the ability to quickly diagnose and resolve technical issues in a high-pressure environment.
Experience with data exchange processes in healthcare systems, such as eligibility verification, claims adjudication, and payment processing.
Solid understanding of system integration and the ability to work with APIs, data feeds, and external systems to support a connected healthcare infrastructure.
Excellent communication skills with the ability to collaborate effectively with technical and non-technical stakeholders.
Ability to work independently and as part of a collaborative, cross-functional team.
Strong attention to detail and excellent organizational skills.
Preferred
Knowledge of Health Insurance Portability and Accountability Act (HIPAA) requirements and experience ensuring that IT systems are compliant with healthcare regulations.
Familiarity with other healthcare management systems, such as Medicaid and Medicare platforms.
Experience with SQL, JCL, and CICS in a mainframe environment.
Knowledge of federal health IT systems and the Centers for Medicare & Medicaid Services (CMS) requirements.
Experience working in a federal government or healthcare IT environment is a plus.
