Responsibilities
Perform tasks and activities associated with each project phase
Execute, implement, apply, direct, and recommend Business Analysis industry practices
Lead and manage business analysis activities required for the project
Consolidate applications to streamline major functions and business processes
Enhance access to enterprise-wide data for comprehensive data analysis
Integrate existing data from multiple source systems
Automate processing of Accounts Receivable (AR) and Accounts Payable (AP)
Facilitate California's transition to a circular economy through a unified system
Engage with external stakeholders for user experience input
Consolidate the number of applications into a single enterprise-wide solution
Increase automated processes for financial data management
Improve accessibility to data for reporting and responding to requests
Reduce the number of external-facing applications for reporting
Qualification
Required
Bachelor’s degree
8 years of Information Technology business analyst experience (meeting the below mandatory requirements) may be substituted for the required education.
Certified Business Analysis Professional (CBAP®) from the International Institute of Business Analysis (IIBA) or Project Management Institute Professional in Business Analysis (PMI-PBA)
8 years of work experience applying analytical processes in Information Technology (IT) Business Analysis
5 years of experience with process analysis & mapping (ex. As-Is & To-Be), systems analysis, preparing RACI Matrix, requirements elicitation, maintaining a requirement traceability matrix, stakeholder management, preparing technical specifications.
5 years of work experience on the initiation, planning, design, development, enhancement, modification, and support of large IT projects for the State of California.
8 years of broad, extensive, and increasingly responsible Business Analysis project experience applying business systems analysis and design principles, methods, techniques, and tools.
3 years of that experience must have been in a lead capacity, with a project duration greater than 1 year and a budget exceeding $15 million in implementation cost.
1 year work experience on projects using the California Department of Technology (CDT) Project Management Framework (PMF).
3 years of experience gathering, analyzing, and composing functional and non- functional requirements & information.
Must meet or exceed the Minimum Qualifications.
Must be a current resident of the United States.
Must have current work authorization for the United States.
Must be a direct hire.
All remote work will be done only from within the United States.
Preferred
10 years of work experience applying analytical processes in Information Technology (IT) Business Analysis
8 years of experience with process analysis & mapping (ex. As-Is & To-Be), systems analysis, preparing Responsible, Accountable, Consulted, Informed (RACI) Matrix, requirements elicitation, maintaining a requirement traceability matrix, stakeholder management, preparing technical specifications.
3 years of work experience on projects using the California Department of Technology (CDT) Project Management Framework (PMF).
5 years of experience gathering, analyzing, and composing functional and non-functional requirements and information.
1 year performing business systems analysis and design for at least 1 project working with Agile project management and Agile software development and implementation; including developing sprints; creating themes, epics, user stories, detailed design; in addition, experience subdividing proposed work into logical sprints for the development team.
1 year performing business systems analysis and design for at least 1 State of California reportable IT Project subject to the CDT, IT Project Oversight Framework as defined in SAM Section 4819.37 within the last 5 years.
