Responsibilities

Providing cost and staffing information for financial proposals and grant applications
Reviewing budget and fiscal documents to assess the organization's financial position
Designing and maintaining forms, charts, and graphics depicting budget and staffing status
Analyzing laws and guidelines for proper fund utilization
Compiling data for reports on potential funding sources
Reviewing budgetary control systems for enhancements
Conducting research studies and preparing reports on administrative and fiscal needs
Monitoring contracting expenditures and invoice payments for compliance
Reviewing and editing financial statements, bulletins, and reports
Analyzing and making recommendations on classified personnel actions
Conferring with administrators on budgetary records control
Maintaining fund allocation records to prevent overdrafts
Performing other related duties as assigned

Required

Graduation from a recognized college or university, preferably with a major in accounting, public or business administration, economics, or a related field. Experience in finance, budgeting, or a related field, beyond that required, may be substituted for up to two years of the required education on a year-for-year basis provided that the requirement of a high school diploma or equivalent is met.
Four years of professional-level analytical experience, including at least two years of experience involving financial analysis, such as analysis of District, program, or school-level budgets; cash flows; grant proposals; or income and appropriation statements. One year of the required experience must have been in a governmental agency.
A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.
PROMOTIONAL STATUS IS REQUIRED. You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation.

Preferred

Extensive experience with the use of computer applications, such as Microsoft Excel and Access, and information systems as they relate to budget and financial management (preferably District applications such as BTS, COFE, FRDB, IFS, EPRF, and Job Cost Accounting).
Strong communication skills with the ability to present financial concepts and procedures to staff and other stakeholders, strong analytical skills, and is skillful at managing one’s own time, priorities, and resources.
Experience maintaining composure in the face of a high workload, competing or conflicting deadlines; and understands the needs, expectations, and circumstances of internal and external clients at the individual, group, or organizational level.
Verified competence in one or more of the following areas may be considered in filling some positions in the job classification: FIXED ASSETS MANAGEMENT, JOB COST ACCOUNTING, CAPITAL FUND MANAGEMENT.
