Responsibilities

Negotiate settlements of disputes, proposals, and execute modifications.

Request changes or exceptions to federal procurement regulations.

Prepare reports/correspondence for submission to upper management regarding the review of new or changed regulations and the impact of the regulations on the IRS procurement function.

Conduct detailed reviews of complex and high-value procurement actions to ensure compliance with federal acquisition regulations and internal operating policies.

Collaborate with stakeholders to provide guidance on Assignment of Claims, Novation Agreements, Protests, and Terminations to ensure compliance with regulations.

Serve as a representative on cross-functional task forces or committees and lead coordination for audits and data requests.

Initiate, develop, and recommend contracting policies, procedures, and guidance throughout the region.

Provide regional oversight by analyzing, evaluating, reporting, advising, and promoting improvements in existing procurement/contracting methods.

Serve as a technical expert on all procurement actions and prepare acquisition documents.

Actively review complex acquisition package strategies to provide advice and guidance to stakeholders and influence sound acquisition business decisions.

Lead collaboration efforts and oversee the receipt of protest actions, notifying contracting officers and management.

Required

4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to the next lower level as defined below.

4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK.

Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.

Undergo a review of prior performance/conduct and an income tax verification.

Must successfully complete a background investigation, including an FBI criminal history record check (fingerprint check).

Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.

A 1-year probationary period is required.
