Responsibilities

Provide assistance and technical guidance to other engineers/architects or NAVFAC business/support lines for executing Design and Construction projects.
Manage inter-related construction projects associated with a high-visibility Program at the Installation.
Enforce all technical and administrative provisions of assigned construction contracts.
Provide project status updates to senior personnel within the field office, Installation, and Supported Commands.

Required

Must be a US Citizen.
Must be determined suitable for federal employment.

You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
You will be required to obtain and maintain a current valid United States driver`s license.
You must possess current registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must currently be a Registered Architect (RA) if applying for the 0808 series. Please attach a copy of your registration with your application.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as overseeing or providing construction engineering support for capital improvement projects including military construction and facilities major renovations, managing or providing significant assistance to the management of capital improvement projects from conception through close-out, to include scope, schedule and cost, monitoring construction contractor quality and safety programs via available data and metrics and by conducting site visits, providing recommendations for resolving project problems due to design errors, unforeseen conditions, or changes in criteria, preparing and presenting briefs related to scopes of work, design reviews, contract negotiations, etc.
Successful completion of a professional engineering degree. To be acceptable, the program must lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials (relating particle and aggregate structure to properties); and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. The FE examination is not administered by the U. S. Office of Personnel Management.
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).
Successful completion of a bachelor's or higher degree in architecture.
