Responsibilities

Manage IT project assessments in collaboration with agency stakeholders to complete deep dives and develop action steps to improve project outcomes
Establish goals and plans for agency program evaluation activities
Analyze technology proposals, program structures and recommends changes
Direct the development and evaluation of program performance measures
Direct the completion of cost benefit and impact analyses of program changes to weigh alternatives
Direct the analysis and development of changes in policies, regulation, and program priorities
Coordinate the work of an interdisciplinary evaluation team
Discuss preliminary plans with officials and administrators and recommends alternatives/options
Analyze statements of goals and objectives, impact indicators, and agency data reporting systems
Integrate activities across agency organizations
Review program budget information, reviews spending plans and budget documents, and monitors spending requests
Perform special technology projects and initiatives as assigned

Required

A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
Education and/or experience which is equivalent to '1', '2', or '3' above.

Preferred

Knowledge of program evaluation processes and techniques
Knowledge of the methods and techniques used in researching, collecting, organizing, reviewing, and assessing data
Knowledge of project management methods and techniques
Knowledge of cost benefit and impact analysis techniques
Ability to analyze and interpret policies, procedures, and regulations
Ability to analyze and interpret written information and numerical data
Ability to establish and maintain effective working relationships
Excellent oral and written communication skills and the ability to clearly articulate to all project members and stakeholders
5 years of professional experience in business process analysis, strategic or program planning, business process improvement, change management, project management, program evaluation and analysis, or related work, and a bachelor’s degree
An equivalent combination of experience and training.
