Responsibilities
Collaborate with senior leadership to identify technology needs, opportunities, and challenges to enhance program effectiveness.
Collaborate with external partners, vendors, and technology providers and city data to leverage their expertise and resources effectively.
Evaluate potential technology solutions, conduct vendor assessments, and negotiate contracts to meet program requirements.
Foster strong relationships with stakeholders, including and other City and government agencies.
Help to design and maintain the program's overall technology infrastructure, ensuring scalability, reliability, and security.
Oversee the development and integration of software systems to support program operations, such as new facility and program design and onboarding, housing management, and case management.
Manage software development projects, from requirements gathering and solution design to implementation, testing, and deployment.
Ensure timely delivery of high-quality software solutions, leveraging effective project management techniques.
Establish data governance practices and oversee the management and utilization of program data effectively.
Develop data analytics capabilities to derive insights, monitor program performance, and inform decision-making processes.

Required
A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
Education and/or experience which is equivalent to '1', '2', or '3' above.
Preferred
Experience managing databases including structuring databases, creating indexes, optimizing queries, and managing security
Experience creating and instituting data governance practices
Very strong communication skills and a demonstrated ability to work with diverse stakeholders
Knowledge of population data analysis, research, and program evaluation methodologies
Willingness to adapt to new data structures and tackle novel problems creatively
Willing to take on new responsibilities within scope and expand as data needs change
