Responsibilities
Provide technical advice on civil works program policy, budget development and execution, funding, scheduling, and manpower.
Responsible for ensuring data quality is in accordance with all prescribed policies and guidelines and supporting implementation and maintenance of Programs and Project Management Information System.
Serve as a member of the Project Review Board with responsibility for providing resource information and analysis to the board.
Prepare the Civil Works program for presentation and defense with representatives from higher headquarters, local interests, state, city, and county governments, and local office personnel.
Correlate and analyze Civil Works program funds, work and work schedules, existing manpower and organizational configurations, and contracting levels to evaluate the workload and associated manpower requirements, by functional element.
Set priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees and supervisors.

Required
One year of specialized experience which includes 1)Overseeing Civil Works programs to include budgets, policies and procedures, and workload distribution; AND 2)Assessing project costs and variances associated with scheduling Civil Works programs to meet stakeholders needs; AND 3)Applying problem solving techniques to avoid anticipated or actual problems detrimental to the program/project; AND 4)Maintaining communications with stakeholders throughout the lifecycle of a project to develop good working relationships.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Preferred
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-NOV-11.
Supervisory probation period may be required.
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
You will be required to provide proof of U.S. Citizenship.
One year trial/probationary period may be required.
Direct deposit of pay is required.
This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

Salary includes applicable locality pay or Local Market Supplement.
