Responsibilities

Manages Policy and Internal Control and Quality Review Sections responsible for developing and distributing acquisition policies; conducting pre-solicitation and pre-award contract reviews; coordinating all DHS and external audits; training; various acquisition reporting.
Develops and interprets agency procurement and/or acquisition guidelines, policies, regulations, and/or legislation.
Devises new innovative approaches to solve acquisition and program management problems in efforts to support FEMA's programs in the delivery of state-of-the-art services to the emergency management community.
Serves as a recognized technical expert and makes critical decisions in the planning, strategizing, coordination, management, and execution of programs to meet user requirements.
Performs fiscal management activities relative to procurement.

Required

U.S. citizenship
Background investigation
Selective Service registration
Ability to obtain and maintain a Government credit card
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions
At least 4 years of experience in contracting or related positions
At least 1 year of specialized experience at or equivalent to work at the next lower level of the position
A 4-year course of study leading to a bachelor's degree, including at least 24 semester hours in specified fields
Positive education requirement - submission of transcripts
FAC-C/FAC-COR certification is preferred
