Responsibilities

Assists in the collection, analysis, and reporting of MHS data to identify improvement opportunities in the use of DHA resources.
Builds and maintains models using various data in support of DHA FE.
Provides support in modifying, implementing, integrating, and sustaining data and data processes.
Performs analytical studies using data science techniques to provide insight into improvement opportunities.
Prepares briefing charts, fact sheets, and staff reports with findings, analyses, and recommendations.
Supports business process documentation by creating and maintaining thorough documentation of database processes.
Explores data, identifies problems, and develops analytical plans.
Analyzes data to identify significant differences in relationships and trends.
Validates, manipulates, and performs data analysis on large datasets.
Interprets and presents results to allow effective decision-making.
Develops system data models for descriptive and predictive analysis of DHA facilities and healthcare system.
Develops, maintains, and utilizes data management techniques using relational databases.
Builds predictive models using statistical techniques.
Assesses and monitors the performance of predictive models.
Develops automatic generation of standard updates covering modeling and performance metrics.
Tests and evaluates new software packages.
Provides consultation to clients or colleagues.

Required

Bachelor’s degree in Health Services Research, Biostatistics, Statistics, Mathematics, Computer Science, or related quantitative field of study. Previous participation in advanced training/program in their area of expertise is required or equivalent combination of education and experience.
2 years of experience working in healthcare and facility data quality improvement.
2 years of experience developing and deploying clinical performance metrics.
3 years of experience with basic SQL for data manipulation and/or SAS statistical analysis software packages.
1 year of software management and data retrieval experience.
2+ years of statistical language experience such as R, Python, SPSS, or SAS
Knowledge of relational database software; proficiency in applied statistics using SAS, SQL or other statistical programs.
Knowledge and mastery of a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.
Knowledge in planning, coordinating, and executing complex studies applying modeling techniques and procedures.
Knowledge in analyzing data using probability statistics and trend analysis.
Knowledge of the concepts, principles, and practices related to data management, data reliability, data validity, and statistical analysis.
Knowledge in designing databases/spreadsheets to convey management level data in logical concise manner.
Knowledge of statistical and data warehousing software to support analytic efforts.
Knowledge of interactive data visualization products such as Tableau and QlikView.
Demonstrated communication skills to effectively organize and analyze information and produce authoritative reports, position papers, briefings and presentations that are clear, concise, engaging, convincing and effectively advocate/defend a position.
Demonstrated skill as an analytical and creative thinker, innovative problem solver, self-motivated and proactive and highly organized.
Skill in programming and the application of advanced techniques and data science to apply SQL hosted on enterprise and/or tactical computing infrastructures.
Skill in using open-source statistical packages (e.g., R, Python), and commercial analytic tools (e.g., Tableau, MS Excel).
Skill in applying intermediate to advanced data collection and analysis techniques in performing reviews and evaluation of programs from potentially disparate databases of demographic, financial, clinical, population health, and operational performance data.
Skill in using Microsoft office products; expert knowledge in designing databases/spreadsheets to convey management level data in a logical and concise manner; and use of automation and development of data extractions is required.
Awareness of information systems security principles and concepts to ensure all data analytics efforts are conducted in accordance with information security best practices.
Knowledge of missions, organizations, programs, and requirements of health care delivery Systems. This includes knowledge of the MHS facilities, resources, programs, serviced population, policies, and regulatory requirements.
Apply data visualization and integration services and techniques for presenting data and analytical results using various elements (graphs, charts, scorecards, dashboards, and presentations).
Proven ability to synthesize disparate data from multiple sources and coalesce into an accurate and useful analytic product, incorporating Service and MHS strategic goals for use by leadership in both tactical and strategic decision making.
Demonstrated ability to provide accurate and timely analytical products containing well-reasoned and cogent discussion points providing leadership with substantiated options or courses of action.
Demonstrated ability to organize/participate/lead working groups to develop analytic products and by products or to develop/understand processes leading to effective optimization of analytic efforts.
Demonstrated ability to communicate analytical discoveries and appropriate recommendations/mitigation strategies effectively and clearly to all levels of customers.
Demonstrated advanced proficiency in Microsoft Office Suite/Microsoft 365 products PLUS additional software/hardware skills and capabilities.
Ability to critically examine, evaluate, and problem-solve.
Demonstrated ability to undertake and complete multiple tasks with multiple deadlines simultaneously.
Ability to deliver products on time, on schedule, within budget. Flexibility and ability to adapt to rapidly changing and often time-constrained environment.
Ability to acquire skills/capabilities necessary to meet growing needs/demands of systems/software/hardware.

Preferred

Prior experience implementing or supporting clinical information systems experience; five (5) years’ experience in medical/clinical/health data, health care data analysis and management.
Advanced skill programming and the application of advanced operations research and data science to apply SQL hosted on enterprise and/or tactical computing infrastructures; advanced skills in using open-source statistical packages (e.g., R, Python), and commercial analytic tools (e.g., Tableau, MS Excel).
Demonstrated skill to handle-multiple and simultaneous tasks meeting aggressive deadlines.
Mastery in and skill in applying advanced statistical theories, principles, concepts, methods, techniques, practices and analysis to advise and propose the appropriate application of statistical techniques.
Comprehensive knowledge of design, programming, and analysis and statistical techniques utilizing advanced application of Statistical Analysis System (SAS).
Knowledge of the MHS direct care and purchased care health care delivery systems, aggregate health care data analysis, cost benefit analysis, and MHS business case tools.
