Responsibilities
Manages the audit review process to include overseeing required document collection, creating interview schedules, coordinating audit report reviews and communicating audit findings to stakeholders, in accordance with the requirements of internal or external review process. Ensures that audit requirements are completed in accordance with the audit schedule stated in the process control documents.
Manages and ensures an effective corrective action plan creation process to include, review of the audit report findings, collaborating with stakeholders, scheduling work sessions, and reviewing and updating draft corrective action plans. Ensures that all documents are compliant with Quality Management System (QMS) standards.
Manages the Quality Management System (QMS) process to include preparing and delivering presentations to stakeholders, ensuring compliance with core standards by reviewing document submissions, and managing the secure storage of approved documentation. Ensures that all WMATA departments are compliant with the QMS process.
Delegates assignments to Quality Assurance staff members, in fulfillment of the audit processes, controlled documentation review, policy instructions, QMS implementation, creation of CAPs and collaboration with stakeholders. Oversees the day-to-day office operations and coordination with departments regarding compliance issues and ensures departments are making progress with QMSP plans, policy development and audit responses.
Oversees the creation of documents and reports in association with audits, core QMS standards, and corrective action plans, to include crosswalks, development of individual CAPs, schedules, and trackers for public consumption on WMATA’s website. Serves as a liaison between internal and external auditors and stakeholders to ensure a complete understanding of audit findings and CAP requirements.
Prepares weekly, monthly, and ad hoc reports, such as CAP progression, compliance with training requirements, document and policies review process, and departmental progress in the QMS Plan and instructional policy processes. Communicates with WMATA stakeholders on performance and progress of internal and external CAPs and the core standards of the QMS process.
Communicates and fosters successful, professional relationships with multi-level stakeholders including senior leadership within WMATA and external regulatory agencies regarding meetings, CAP creation, action item reviews, development of documents to meet action items, extension requests, and CAP closures. Ensures transparency and ability to align with requirements of internal and external CAPs.
Reviews stakeholder documents to include work instructions, standard operating procedures, and departmental policies. Creates reporting documents and continuously communicates with the stakeholders to provide subject matter expertise and assure compliance with WMATA Quality Management System Plan. Review all documents for accuracy, completeness and compliance with established deliverables and standards.
Manages the triennial update and quality review process for all agency policies, and instructions and associated appendices to include preparing and disseminating policy drafts to stakeholder points of contact, incorporating lead office and stakeholder comments into final draft for Council concurrence. Prepares and submits final draft for GM/CEO approval signature and ensures updated policy and instruction is timely posted to agency policy manual.
Completes assigned supervisory requirements for direct reports, such as, time and attendance and establishing individual performance objective plans, periodic monitoring of the established objectives and participates in the recruitment process via candidate selections and interviews. Maintains and validates both internal and external training. Ensures certification compliance of team members. Reviews standard budget and KPI reports. Ensures compliance with established policies and instructions and supports diversity and inclusion in the hiring process.
Periodically provides work training sessions and serves as a mentor to new employees and existing team members.

Required
Bachelor’s degree in Engineering, Business Administration, Information Systems, Project Management or a related engineering or management field
A minimum five (5) years of experience managing people and programs in business operations, quality management and programs, operational auditing/improvement programs, corrective action management, or data analytics programs
Preferred
International Organization for Standardization (ISO) 9001 Lead Auditor Certification or an equivalent certification such as the American Society for Quality, Certified Quality Auditor certification (CQA)
Business Administration, Project Management, Engineering, IT, Accounting, or a related field
