Responsibilities

Develop and hold seminars in assigned program area to promote new technology for improving techniques in mine safety.

Manage the development and implementation of training classes or seminars for field personnel and others.

Approve, implement, and monitor field evaluations of mining or safety systems at complex mining operations.

Analyze data and monitor state-of-the-art mine technology with implications on national safety programs.

Recommend approval or disapproval of petitions for modification of standards.

Promote, plan, manage, and evaluate safety programs in underground and surface mines.

Plan and carry out special studies and field audits through mine site inspections.

Coordinate studies and audits with MSHA’s Enforcement Safety Division and mine inspectors.

Review reports of fatal accidents, investigative reports, and other pertinent matters for safety-related concerns.

Consult with top-level officials on a wide variety of Mine Safety matters.

Serve as a technical expert on safety in mining.

Develop, analyze, recommend, implement, and coordinate safety standards, policies, procedures, guidelines, reports, and special studies.

Serve as an expert witness in civil and criminal litigation involving safety matters.

Perform other assigned duties.

Required

Must be a U.S. Citizen.

Must be at least 16 years old.

Requires a probationary period if the requirement has not been met.

Candidate required to obtain the necessary security/investigation level.

Requires a valid driver's license.

Subject to drug testing.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07 in the Federal Service.

Conducted studies to identify, evaluate safety problems and administrative issues;

Implemented and evaluated a safety program;

Created written reports and detailed basic findings for use in final reports;

Experience with drafting publications, journal articles, books, and all forms of manuscripts; or,

Experience with reviewing inspection reports, mine records, and other source material;
