Responsibilities

Provide HSE support to the People & Places Solutions within the U.S. and work with Regional HSE Directors and Senior HSE Managers.
Support the implementation of the FRA Safety, Training, and Random Drug and Alcohol Testing Programs.
Maintain communication with Sr. HSE Managers and Regional HSE Directors to ensure consistent implementation of FRA regulations.
Implement the Regional HSE business plan and monitor compliance with FRA program requirements.
Establish working relationships with various departments and support FRA program implementation.
Perform observations, audits, and maintain lists relative to FRA program needs.
Support specific HSE initiatives to drive BeyondZero performance.
Engage in supporting HSE policy and procedure development specific to Geographic needs.
Deliver FRA required training and ensure training requirements are met.
Develop reports and communications to disseminate incidents, lessons learned, and best practices.

Required

Bachelor degree in engineering, safety or other related field preferred; or advanced technical training in a related field; or equivalent education and experience
At least 5 years of experience working for a railroad, commuter rail agency, or other FRA regulated entity is required
Experience with FRA safety policies, procedures and reporting is required
Experience with railroad operating rules and practices
Experience with different methods of On-Track Protection
Planning tools and techniques
Development and monitoring of training programs and requirements
Auditing processes and protocols
Corporate and FRA incident reporting requirements and accident investigation techniques
Risk management concepts and practices including claims management
Subcontractor prequalification process
Excellent communication skills to support delivery of the project and interacts with multiple departments and client groups
Travel is essential and requested as needed to be successful in this role

Preferred

Professional designation (i.e., TSSP or WSO-CSSD) meeting qualifications of a national or international certifying agency; or actively pursuing such designation is preferred
At least 10 years of experience including supervisory experience at a site-specific level and/or managing multiple projects is preferred
Extensive experience with safety programs in a railroad, construction, or environment, including planning, training, implementation, monitoring, and certification
