Senior Subcontracts Specialist

Responsibilities
Develop and manage moderate to complex RFP solicitations in accordance with Government and Leidos requirements.
Evaluate supplier proposal responses and provides senior level support and guidance for new opportunities.
Develop teaming strategies to achieve program and proposal SB goals.
Conduct thorough price and cost analysis.
Negotiate pricing and terms and conditions with subcontractors.
Engage in strategic SB outreach and research initiatives.
Administer subcontracts of varying types and complexities.
Identify and resolve moderate issues and problems on assigned subcontracts, making recommendations to management.
Perform subcontract close-out activities.
Analyze risks and develop risk mitigation strategies.
Act as the primary liaison between subcontractors and supported programs for all subcontract-related matters.
Regularly collaborate with program management, contracts, project control, finance, business development and customers.
Utilize strong interpersonal skills to manage subcontractor relationships and resolve issues effectively.
Negotiate Non-Disclosure Agreements (NDAs) and Teaming Agreements.

Required
BA degree and 4 - 8 years of prior relevant experience, or a master’s degree with less than 4 years of prior relevant experience.
Must be US Citizen.
Experience with negotiation and subcontract administration.
Successful track record of managing various subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
Strong organizational, written and oral communication skills.
Ability to work independently, establish priorities, and meet deadlines with minimal supervision.
Ability to multi-task and work in a fast-paced environment.
Basic knowledge of the FAR and DFAR.
Preferred
Certification in CPCM or CFCM
Experience working with automated purchasing system (preferably Costpoint/Deltek or ivalua)
Team-oriented attitude, willing to assist others needed due to work surges
Strong preference for residing in the MD/VA/DC metro area
