Responsibilities

Serves as the Agency expert and primary advisor on Military construction (MILCON) matters
Manages and oversees the preparation and submission of DD Form 1390 and DD Form 1391
Assists in MILCON related congressional requirements and facility analysis
Negotiates with various agencies for facility services and space issues
Develops organizational goals, plans, and projects; delegates authority and responsibility
Provides advice and assistance in functional areas and resolves program operation problems
Provides policy guidance for engineering functions and services
Formulates cost-effective program requirements and validates resource needs
Oversees architecture and installation contracts, real estate administration, and facilities planning
Works with Joint Directorates on procurement, design, and construction projects
Monitors project status, database management, and provides oversight for facilities-related activities

Valid passport required
One year of specialized experience equivalent to the GS-14 grade level in the Federal service
Experience with administration of military construction (MILCON), sustainment, restoration and modernization (SRM), government real property and lease administration, and formulation of space and facilities policies and guidelines for consideration by organization senior leadership
Developing and implementing organizational goals, long and short-range plans and projects; delegating authority and responsibility to subordinates; establishing overall facilities and engineering policies, priorities, and procedures; recommending changes to program goals and policies to higher authority; providing advice and assistance in all functional areas; coordinating actions within and outside organizational lines; and resolving the most difficult problems which arise out of program operations
Bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials (relating particle and aggregate structure to properties); and any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A
Must provide transcripts or other documentation to support educational claims
