Responsibilities
Utilize a well-developed knowledge of professional engineering theories and principles of sound construction management.
Serve in the Contract Administration section in support of the Area Office and subordinate Resident Offices.
Responsibility for the successful execution of multimillion dollar construction contracts throughout the area.
Plan and execute Construction Management Functions with Administrative Contracting.
Adhere to policies applicable to office engineering and construction contract administration to assure uniformity in office's methods and procedures.
Assure verification of regulatory compliance as well as engineering worthiness of proposed change.
Plan and execute the preparation of findings of fact for contract changes, modifications, and supplemental agreements which requires detailed review of contractors' proposals of necessary changes, negotiations and revisions.
Responsible for analyzing contract claims and course of action to effect settlement.
Coordinate with the Office of Counsel concerning the technical aspects of claims and assure the adequate collection of engineering and contract data in support of settlement of contract claims.
Review analysis of findings and determine the need for additional data as necessary to establish the organization’s’ position.

Required
Bachelor's degree (or higher degree) in engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET)
Thorough knowledge of the physical and mathematical sciences underlying engineering
Good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering
Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
One year of specialized experience at the GS-11 level
