Responsibilities

Providing leadership, direction, and management of support for the Defense for Privacy, Civil Liberties, and Transparency Division OATSD(PCLT). Responsible for overall contract performance.

Demonstrating proficiency in standards, principles, practices, and processes related to the OATSD PCLT mission.

Leading cross-functional teams by managing standard procedures and ensuring project deliverables are met in accordance with the Performance Work Statement.

Planning and developing methods and procedures for implementing programs.

Developing detailed project plans to monitor and track progress.

Creating and maintaining comprehensive project documentation.

Proactively maintaining assigned tasks and being responsive to all entities with professional business dealings related to the assigned tasks.

Supporting contract operations when not engaged in Program Management activities.

Required

Experience working within the DoD or other Federal agency, or as contract support to such agency, working with Federal regulatory, privacy, civil liberties, or FOIA program(s).

Extensive managerial, technical, and business knowledge, and experience relating to DoD and major systems or programs.

Proven ability to lead and provide direct input in solving complex issues involving staff and resources of sizable magnitude.

Capable of thinking strategically to address issues and implement plans for major operational defense programs.

Skill in communicating with senior leaders (e.g., interpersonal skills, approachability, effective listening, appropriate use of style and language).

Bachelor's degree or higher. The Program Manager must have a minimum of twelve (12) years of experience with the DoD, leading a multi-disciplined team of support staff.

PMP certification (or equivalent) and at least one (1) year of experience managing to the principles of the Project Management Body of Knowledge (PMBOK) is required.

Candidates for this position must have an Active US Security Clearance (Top Secret with SCI Eligibility).
