Responsibilities
Provide subject matter expertise on QHP and Medicaid eligibility and enrollment to internal teams and external customers
Translate complex business needs into detailed software requirements for development efforts
Gather, analyze, and document business requirements for software development
Design user experiences and define operational processes for eligibility and enrollment workflows
Collaborate with developers and stakeholders to ensure requirements are met
Execute software validation test cases and perform end user training
Analyze and resolve application issues and participate in on-call support rotation

Required
10+ years of experience with requirements analysis and documenting software requirements
8+ years relevant business analyst experience supporting the operation of a State Based Insurance Exchange
8+ years of experience supporting eligibility and enrollment processes for QHP and Medicaid programs
5+ years of experience working on a DevOps delivery team
Proven experience in leading cross-functional teams and managing complex projects
Experience with ALM and Selenium
Proven excellent customer facing communication and collaboration skills, with the ability to work with international teams
Ability to work evenings and weekends to support a 24x7 high availability project
Preferred
Experience using Oracle Siebel CRM
Experience with Agile methodologies
Experience in creating comprehensive documentation and training materials
Familiarity with APIs and software development languages
Proficiency in SQL and data analysis
Demonstrated solid commitment to delivering high-quality work and exceptional user experiences
