Responsibilities

Leads the implementation of strategic tasks aligning programs with the organization's business strategy and goals.
Develops multi-year business plans to deliver business capabilities and define execution approach while reducing risk.
Evaluates, plans, and develops scope, road maps, resources, work plan, budget, dependencies, and timing for new programs.
Prepares status reports for partners and management, identifying risks or issues.
Ensures team members understand interdependencies and coordinate efforts to achieve program goals.
Develops performance metrics, dashboards, and management tools for timely execution.
Directs analyses, identifies root causes, and recommends key work products.
Identifies new program opportunities to deliver integrated solutions meeting business needs.
Maintains program strategies based on business demand and ROI expectations.
Negotiates agreements, settles disputes, and diffuses high-tension situations.
Mentors Program Managers in benefit identification and defining alternatives.
Adheres to EPMO processes, procedures, controls, standards, tools, and templates.
Drives adoption and sustainment of changes in compliance with USAA's Change Management methodology.
Ensures optimal identification, measurement, supervision, and control of risks associated with business activities.

Required

Bachelor’s degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.
8 years of project and / or program management experience, including experience defining a new program and / or handling large-scale projects.
Proven experience using Waterfall or Agile methodologies to complete program strategies and deliver sophisticated work efforts.
Sophisticated understanding and demonstrated application of risk management policies and procedures.
Extensive knowledge of program management methodology and techniques; program performance evaluation and change management principles / methodologies.
Proficient experience in USAA’s change management methodology or similar industry change management methodology.
Extensive experience developing, maintaining, and reporting on large cost work effort(s) / program budgets.
Partner management and influencing skills.
Authority level of experience in Principles of Project, Program or Portfolio Management.
Proven experience using knowledge of the business, its products, and processes to assess program risks and rewards across multiple technologies and business goals.

Preferred

3+ years experience managing projects and/or programs in the P&C insurance industry
Experience with JIRA, JWM, Rally, and/or other Project Management software.
Strong communication skills and ability to work confidently with senior executives from different lines of business and functions.
Proven experience with critical thinking, thought leadership, and problem solving within a complex program.
US military experience through military service or a military spouse/domestic partner
