Responsibilities

Assist the Program Manager with day-to-day contractual and programmatic management of the contract and all task orders.
Assist Program Manager with the timely execution of all financial, staffing, and administrative contract actions.
Ensure the accuracy, quality, configuration management and timely delivery of all needed contract deliverables.
Ensure engineering work deliverables are complete and compliant, resolving performance shortfalls or deficiencies, conveying overarching Government objectives and goals for the program to the engineering team.
Help establish standards, procedures, and best practices for consistent, repeatable project management across the program.
In the absence of the Program Manager, act to dedicate resources and make decisions for Leidos in response to Government issues, concerns, or problems.
Sponsor program reviews and briefings; identify and report on issues or related problems and potential risks.
Manage and integrate the efforts of subcontractors, assuring flow-down and fulfillment of all contractual demands.
Assist the Program Manager to meet all technical, financial, and contractual and performance conditions to bring about the successful completion of specific program goals and objectives.
Directly responsible for the management, award fee performance and reporting of all DC/HQ based Senior Task Order Managers and Task Orders to include the Leidos Contract Management Office.
Required to interface and act on the PMs behalf with the customer on a daily basis.
Work with Business Development to build growth strategy, find and secure new work outside of the NISC Program.
Support full profit and loss (P&L) responsibilities as well as risk identification and mitigation focus.

Required

BS in Information Technology, Engineering or related field from an accredited college or university and 10+ years of direct work experience in Program Management and managing projects involving planning, integrating and implementation of complex systems and equipment.
5+ years of management experience in the direct supervision and management of major projects/programs with an average annual value of $100M or greater that involve providing the integration, implementation and transition of large, complex systems and subsystems.
Experience working with cost reimbursable, T&M and award fee type contracts.
Ability to obtain and maintain a Public Trust security clearance.
US citizenship required.
Active PMP Certification required.
Demonstrated ability to manage a diverse group of functional activities distributed nationwide as well as ability to interact with FAA headquarters and regional management personnel and other FAA customer personnel.
Background related to project/program management with strong business acumen of geographically dispersed teams and subcontractors.
Background that demonstrates the ability to operate and manage effectively with minimal guidance; provide effective management and oversight of team members in various locations.
Possess strong problem-solving, organizational, and verbal/written communication skills.
Background in managing P&L programs.
This position is Washington, DC or Oklahoma City, OK based with the expectation of being in Leidos/FAA office at least 2 times a week with the potential of more based on customer requirements.

Preferred

Knowledge with Air Traffic Programs or similar processes preferred
Previous Federal Aviation Administration (FAA) program experience preferred
Background managing a complex set of both large and small business Subcontractors
