Responsibilities

Serve as a Project Manager for the Installations Directorate (CI) at Air Force Civil Engineer Center (AFCEC).
Perform housing privatization program and project management for segments of various CI programs.
Provide program technical assistance to Air Staff, Major Commands, Installations, and Private Entity Project Owners.
Evaluate the effectiveness of privatized Military Housing Privatization Initiative projects.
Represent AFCEC and AF at higher levels within the organization and with external entities.

Required

U.S. Citizenship
May be required to travel by military or commercial aircraft or any other appropriate transportation. Incumbent will perform approximately 12-20 TDY trips per year.
May be required to work overtime.
Employee is required to submit an initial and annual SF 450, Confidential Statement of Affiliation and Financial Interest, DoD Personnel in accordance with the Joint Ethics Regulation.
Incumbent must be able to obtain and maintain the appropriate security clearance.
Serves as Project Manager in the specialty field of Military Housing Privatization Initiative (MHPI) Portfolio Management.
Serves as a consultant and provides program technical assistance to Air Staff, Major Commands, Installations and Private Entity Project Owners on assigned segments of privatized housing program.
Evaluates the effectiveness of the assigned segments of the privatized Military Housing Privatization Initiative projects in meeting legal requirements and the needs of members assigned to privatized housing.
Represents AFCEC and AF at higher levels within the organization, at AF Installations and major commands, Air Staff, SAF, DoD, other military services, contractor organizations, and private sector entities.
Knowledge of principles, practices, techniques, and procedures to effectively perform management activities associated with project and program management, execution, training, and advisory services in privatization portfolio management to include design and construction management, planning, programming, real estate/property oversight.
Expert knowledge of Federal, DoD, and Air Force laws, regulations, principles, policies, and practices of portfolio management programs to make effective decisions and recommendation.
Knowledge of managing complex program of agency-wide scope, interest, and significance.
Knowledge of standard contracting regulations, practices, and procedures.
Ability to analyze, plan, and interpret a wide variety of issues and formulating guidance or procedural solutions to problems.
Ability to plan and organize work and coordinate work of other functional disciplines and agencies.
Ability to communicate, both orally and in writing to prepare and present issues and recommendations, guidance, reports, and briefings. Ability to explain options and varying provisions of the privatized housing program as they apply to individual cases.
