Responsibilities
Oversees the functions of the HCBS Certification Unit, including the processing of certification applications, & the performance of audits for HCBS agencies. Provides immediate supervision & performance reviews for HCBS certification specialists & administrative assistants, including troubleshooting problems, resolving procedural & personnel issues and training of staff.
Compiles statistical & administrative reports on productivity and time frames and meets with DDD employees on all levels to coordinate efforts & develop communication procedures. Assists in the development & administration of rules, policies & guidelines for OLCR.
Ensures applications are processed and certification is administered in accordance with statute, rules, and policy. Recommends when an adverse action against a care provider is justified. Reviews and recommends certification actions (approval, denial, suspension, and revocation).

Required
Knowledge in Department rules, regulations, instructions and operational procedures including personnel policies as well as the Division's mission and philosophy
Administrative management principles and effective management practices
Licensing and certification standards and related Interpretive guidelines for programs regulated by OLCR, including HCBS and Developmental Home Licensing
Skills in Leadership including group facilitation and problem resolution techniques
Oral and written communication Using computer programs and understanding database and web-based management systems (e.g., Word, excel, Access, Outlook, web-based applications, etc.)
Analyze, interpret, and summarize data and produce management reports
Ability to Apply and enforce State laws and regulations applicable to HCBS certification
Work independently when assessing compliance and communicating findings
Clearly communicate job expectations and responsibilities to subordinate staff
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions

Preferred
Three years of responsible Administrative & Supervisory experience
A Master’s degree in business, Public management or Administration from an accredited college substitutes for one year of the required experience
Experience managing home and community-based services
A Bachelor’s degree is highly desirable
