Responsibilities
Develop, update, and maintain Life Cycle Cost Estimates (LCCEs), Program Office Estimates (POEs), and Independent Government Cost Estimates (IGCEs).
Evaluate contractor cost data to include Earned Value and Cost Performance Reports.
Analyze the following cost elements: labor, travel, materials, other ODC, overhead, G&A and cost of money.
Evaluate various Courses of Actions (COAs) in the development of an Analysis of Alternatives (AoA).
Defend cost estimating methodologies to DASA-CE and other Cost Review Board (CRB) members.
Translate technical system requirements into cost elements while developing Cost Estimating Relationships (CERs).
Analyze historical learning and rate curve data and incorporate methodology into cost estimates.
Assist in the development of Contractor Software Data Report (CSDR) plans.
Develop Program Objective Memorandum (POM) briefings to include program funding and cost requirements.
Validate Program Management Office (PMO) Life Cycle Cost Estimates (Research and Development, Procurement, Operating and Support and Disposal phases of systems)
Analysts will have to apply independent judgment to plan, prioritize, and organize a diversified workload in a high-pace and detail-oriented environment.
Support reviews of Cost Analysis Requirements Documents (CARD) / CARD-Like documents, Acquisition Strategies, Simplified Acquisition Management Plans, Acquisition Program Baselines, Business Case Analysis, Analysis of Alternatives, cost studies, various briefings and provide support to PMO’s in developing milestone documentation.

Required
3 years of experience in an advanced cost analysis/financial position.
Secret Security Clearance
Experience in generating: Life Cycle Cost Estimates, Independent Government Estimates, cost input to Acquisition Program Baselines, Business Case Analysis, and Cost as an Independent Variable analysis.
1 year of experience using Automated Cost Estimating Integrated Tool (ACEIT).
Ability to respond quickly and accurately to 'What-if' drills concerning program delays, acceleration in schedule, and cuts/increases to the existing funding profile using ACEIT and offline in Excel.
Strong skills and depth of experience in the development of an array of alternative solutions for program management challenges relating to cost, schedule, production, fielding, and sustainment.
Exceptional written and oral presentation skills.
Demonstrated experience working individually as well as organizing and facilitating working groups.
Experience preparing detailed written reports and/or briefings suitable for presentation to senior level military and corporate leadership.
Excellent written and oral communication skills and the ability to use Microsoft Office suite of products.
BA/BS degree and minimum 3 years in Cost Estimating Field
Preferred
PEO Aviation PMO experience, PM experience, Headquarters Staff experience.
Experience supporting program budgeting processes with the preparation of POM submissions and P & R-Forms.
Acquisition Level III Certification.
