Responsibilities

Cultivating strong relationships with state agencies and serving as the primary point of contact throughout the evaluation process.
Crafting detailed scopes of work and statistical analysis plans, while keeping project budgets on track.
Leading teams in advanced statistical methods to accurately estimate waiver effects and collaborating with qualitative researchers to create and report on comprehensive mixed-methods designs.
Transforming complex research findings into clear, actionable insights for policymakers.
Energizing and organizing your teams to keep projects on schedule and ensure top-notch quality control.
You’ll spearhead the development of evaluation designs for state programs/policies, providing mentorship and guidance to quantitative analysts and collaborating closely with qualitative colleagues.
Take charge of intricate research projects from start to finish! You’ll coordinate diverse teams, establish project budgets and timelines, oversee contract regulatory requirements (e.g., data use agreements), and ensure that we deliver high-quality reports and briefs on time.
Ensure the integrity of our results by actively engaging in quality assurance throughout the analysis process.
Collaborate with team members to produce polished reports and presentations, synthesizing complex findings into accessible insights for state policymakers.
As the primary contact for state agency sponsors, you’ll build positive relationships and effectively present evaluation approaches and research findings in ways that enhance their understanding of the research and inform their decision-making processes.

Required

Master's or higher degree in health services research, public health, health economics, statistics, epidemiology, or related field.
Minimum of 5 years of experience (7 years for a Program Director 2) that includes:
Demonstrated accountability for designing and leading complex program evaluations using advanced health econometric approaches (e.g., difference-in-differences, interrupted time series, propensity scores), particularly in the field of health policy (e.g., health care reform, Medicaid 1115 waiver evaluations).
Demonstrated accountability for leading research teams across a project life cycle, including development of a scope of work/analysis plan, project kick-off, analysis, QA, interpretation of results, synthesis, report production, and presentation to clients and key stakeholders.
Strong Organizational Abilities: Excelling at juggling multiple priorities, maintaining attention to detail, and delivering on deadlines.
Analytical Problem-Solving: Effective at anticipating challenges before they arise and making informed decisions to navigate them effectively.
Exceptional Communication: Adept at presenting research findings to policymakers and program administrators in a clear and impactful way.
Commitment to Equity: Understand the importance of advancing healthcare equity through your research practices.

Preferred

PhD with major courses in quantitative evaluation methods and health policy; mixed-methods evaluation training and experience.
Minimum of 7 years experience (20 years for a Program Director 2) demonstrating:
Deep knowledge of Medicaid, 1115 waivers, and health care payment reform.
Qualitative/mixed methods research experience.
Extensive experience managing and analyzing healthcare claims and other administrative datasets. Proficiency coding in R.
Deep understanding of research regulatory processes, e.g., IRB and DUAs.
Experience working with diverse populations and in diverse environments.
