Responsibilities

Conducts (Principal also oversees and manages) policy analysis and/or qualitative research activities with minimal oversight, including instrument design, partner outreach, interviews, codebook design, coding, and thematic analysis. (Principal also interacts with project sponsors and other stakeholders in a decision-making capacity.)
Manages and drafts (Principal also oversees) the production of deliverables (writing, graphics, presentations); makes technical information accessible and meaningful for all types of audiences.
Contributes to (Principal generates and leads) the development of proposals.
Leads in areas of expertise and provides technical support and training to junior staff. (Principal may also manage staff.)
Actively contributes to the review of CHSE working practices and the development of qualitative research / policy analysis / project management policies, standardizing documentation across the Center's work. Principal is also responsible for ensuring that increased subject-matter expertise is reflected in high-quality work across the Center.
Participates in project resource planning (budgets, staffing) and management, in partnership with key members of the administrative team. Contributes to CHSE budget through acquisition of grants/projects.
Investigates areas of future work and fosters independent relationships with potential sponsors and stakeholders. Maintains external relationships for purposes of collaboration and business development.

Required

Master’s in Public Health, Public Policy, Public Administration, or similar field AND 3 years of relevant experience (5 years for the Principal role). OR
An equivalent combination of Bachelor’s in relevant field in conjunction with training and experience may be considered.
Robust experience in quantitative and qualitative policy research or state policy evaluations.
Robust experience drafting, writing, editing and proofreading sections of formal reports and manuscripts.
Ability to work autonomously within a team-based environment; ability to complete tasks in an accurate and timely manner, as well as to anticipate need.
Advanced knowledge of Microsoft Word, Excel, PowerPoint, Outlook; experience working within MS Teams or a similar collaborative software environment; intermediate knowledge and skill level utilizing databases.
Proven ability to exercise sound judgment, adapt in dynamic situations, and maintain thorough documentation of the decision-making process.
Exemplary communication skills and ability to effectively present research findings to diverse audiences within and outside OHSU.
Demonstrated adherence to rigorous research methods, objectivity and accuracy of findings, and reproducibility of results.
Knowledge of health disparities and the factors that cause them.

Preferred

Experience with Medicaid programs or state health policy.
Familiarity with health delivery systems and payment.
Experience conducting qualitative interviews and analyzing qualitative data.
Experience synthesizing quantitative and qualitative evaluation data.
Experience writing reports.
Experience with fiscal analysis in federal or state sectors.
Experience outlining and coordinating large reports.
Experience working with or at state or federal agencies.
Demonstrated ability to develop and implement innovative programs or research agenda.
