Responsibilities
The incumbent provides authoritative interpretations of systems and software lifecycle management procedures for use by management and other IT specialists.
Assists in the administration of contracts and provides input into development of statements of work, establishment of project objectives and project plans, evaluates technical proposals, and monitors contractor’s work performance.
Ensures provision of adequate technical support of the major finance and/or accounting automated information systems. Ensures proper oversight of configuration management control procedures.
Assists staff in determining priorities and ensures adequacy of project plans; technical proposals; and the analysis, design, testing, debugging, deployment, monitoring, and maintenance of software and systems.
Performs studies to monitor and improve or enhance a major finance and/or accounting automated information system.

Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
For entry at the GS-12 level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 in the federal service.
Specialized experience is defined as providing development, implementation, operation, and modification of an automation information systems and software; uses knowledge of APEX, PL/SQL, COGNOS, JavaScript, or HTML; participating in system requirement reviews and testing; and providing advice and counsel to functional analysts on the capabilities of a specific system and/or application.
For entry at the GS-13 level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service.
Specialized experience is defined as designing, developing, implementing, and maintaining major finance and/or accounting system using APEX, PL/SQL, COGNOS, JavaScript, and/or HTML.
