Responsibilities
Performs the full range of contract price/cost analysis and negotiation functions in a pricing support office that is responsible for analyzing and evaluating a wide variety of proposals.
Develops and documents results of price/cost analysis in the form of written reports, oral explanation to contracting personnel and others.
Develops and documents guidance, memoranda, procedures, and instructions, which cover the full spectrum of price/cost analysis.
Prepares and delivers oral briefings, training and presentations to staff, supervisors, higher-level officials, and outside organizations on price/cost analysis techniques and trends.

If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.

Completion Federal Acquisition Certification in Contracting (FAC-C) requirements and certification at either the legacy FAC-C Level I, II, or III or the new single-level FAC-C (Professional) or a DAWIA level I, II or III at the time of application, including at least 4-years experience in contracting or related positions. At least 1 year of that experience has been specialized experience at or equivalent to work at the next lower level of the position, and provided the knowledge, skills, and abilities to successfully perform the work of the position.
Completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must provide transcripts.)
You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing technical guidance in the full range of contract cost/price analysis; Conducting contract price/cost analysis to provide policy interpretation to the buying offices; Applying knowledge of parametric pricing estimating, cost estimating models, price-based acquisition, and/or commercial pricing; Leading pricing teams and providing or defending pricing policies.
