Responsibilities

Assisting in the development of application packages for air quality permits required by the Clean Air Act (CAA) and associated state air quality regulatory programs, including preparation of technical reports, permit application forms, process flow diagrams, potential to emit calculations, actual emissions calculations, etc.
Conducting federal and state regulatory applicability analyses; preparing air emissions estimates in response to a variety of regulatory issues (e.g., emission inventories, change in operation, greenhouse gas emission estimates) using published emission factors, stack test data, and/or other acceptable engineering methodologies.
Coordinating and managing emissions testing efforts, including providing input on experiment/study design, assisting with data collection and on-site data analysis, providing real-time feedback to assist with operational tuning for optimal process emissions, quality assurance and quality control of collected data and final deliverables, such as source testing protocols and reports.
Performing numerical computation and statistical analyses on air emissions data and compiling and presenting the data in technical reports and proposals.
Using advanced statistical analysis and analytical and numerical modeling techniques to curate, develop, interpret, and quality assess air emissions data.
Collaborating to develop software tools and engineering techniques to enhance the quality and accuracy of emissions estimates and performing research to devise solutions to difficult technical problems in the domain of air quality.
Assisting with the preparation and implementation of leak detection and repair (LDAR) programs pursuant to Clean Air Act LDAR regulations and similar state programs.
Direction and oversight of LDAR field team activities in an air regulatory context.
Performing air dispersion modeling analyses using EPA regulatory models.
Preparing reports, memoranda, e-mails, and other correspondence to communicate pertinent project information to internal and external stakeholders (project team, clients, and regulators).
Technical execution of air quality permitting and compliance tasks.
Provide assistance with other, non-air projects as needed.
Assisting with the preparation of proposals (scope, schedule, and budget).
Assisting with client relationship management.
Developing recognition among clients and within professional organizations for Tora's practice by presenting at conferences, providing brown-bag seminars to clients and colleagues, etc.

Required

A bachelor’s degree from an accredited college or university in civil, environmental, chemical, or mechanical engineering.
At least two (2) years of experience working for a consulting firm, or three (3) years of experience working in a government entity or industry on air permitting and compliance.
Knowledge of federal air regulatory programs, including NSR, Title V, GHG Reporting Rule (40 CFR Part 98), New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NEHSAP).
Experience with environmental permitting and compliance in multiple state/local jurisdictions and the ability to efficiently and effectively adapt to permitting and compliance requirements in new state/local jurisdictions as required by projects.
Experience with advanced MS Excel spreadsheet software, including Pivot tables, VBA functionality, and advanced MS Excel functions.
Experience in data analysis and interpretation and writing technical documents.
Experience in emissions testing and developing emissions testing protocols.
Demonstrated knowledge of air emissions calculations, use of emission factors, and developing emission inventories.
Demonstrated knowledge of complex LDAR program development and implementation, and understanding of federal LDAR regulations, state LDAR regulations, and TCEQ 28-series LDAR work practice standards.
Demonstrated knowledge of air dispersion modeling.
Demonstrated knowledge of advanced statistical analyses techniques, and analytical and numerical modeling using statistical software such as R, MATLAB, or Python.
Excellent communication skills, verbal and written.
The ability and willingness to perform fieldwork and travel.
