Responsibilities
Develops and interprets policies in support of the overall mission.
Serves as recognized technical analyst on policy and strategy for the program.
Stays abreast of applicable statutes, regulations, internal/external policies, directives, and orders, as well as best practices and guidance documents, and recommends options for policies and processes to support these.
Participates on intra-agency teams to negotiate and reach agreement on policy matters related to the program.
Maintains continuing relationships with managers and employees within the organization and Federal officials on all matters related to the organization’s role in implementing program policies in support of the mission.
Works with other organizations within agency to ensure successful adoption and compliance with organization program policies across stakeholder and customer groups to ensure consistency in intake, execution, and monitoring of program activities.
Efficiently and effectively communicates with other groups, including complex information and/or controversial recommendations to decisionmakers, to ensure strategic objectives are reasonably balanced with policy needs.
Prepares formal presentations, written narrative, and policy analyses for a range of purposes.
Assists in development of key policy and guidance documents, such as Proposed Rules, Final Rules, Bulletins, white papers, standard operating procedures, correspondence, proposed legislation, and waivers.

Required
US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Meet time-in-grade within 30 days of the closing date, if applicable
Register with Selective Service if you are a male born after 12/31/1959
At least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service
Specialized experience is defined as planning, coordinating and carrying out all policy work related to the scope of the organization
Experience must include interpreting, developing, and implementing new and existing advisory committee policies for various functions of an organization
