Responsibilities

Maintain expert level knowledge and experience with Federal environmental reviews and authorizations pertaining to the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act, and other relevant Federal statutes and regulations;
Actively track and monitor multiple FAST-41 covered projects throughout the entire permitting process;
Represent the Permitting Council and the Executive Director before other senior level government officials (including Deputy Secretary level management) and other senior level executive stakeholders;
Draft and provide interpretations of FAST-41 Implementation Guidance (Appendix A and B);
Function as lead on permitting process improvements, efficiency, predictability and transparency, including development of Agency Best Practice Report and Annual Report to Congress;
Assist Contracting Officer Representative to manage contractor deliverables;
Act as the Permitting Council liaison to other senior level government officials to ensure continuous business process improvements across the interagency infrastructure permitting process, utilizing data analysis, performance metrics consistent with the statutory requirements set forth in FAST-41; Interpret, analyze, and apply project data on front and backend of Permitting Dashboard to provide executive and senior level permitting officials accurate briefs;
Liaison with various Federal and state permitting agencies and staff to ensure compliance with the FAST-41 statute and relevant regulations and guidance;
Identifies and implements best practices to add consistency, predictability and accelerated timeliness to federal infrastructure permitting process, without degrading environmental impacts or community outcomes;
Functions as an authoritative advisor to management for development, implementation of performance metrics (i.e. Recommended Performance Schedule), and all matters related to project activities within the Permitting Council.

Required

You must be a U.S. citizen to apply for this position.
You must successfully pass a background investigation and suitability review.

Status Candidates must submit an SF-50 and recent appraisal.
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

SPECIALIZED EXPERIENCE REQUIREMENT: FOR THE GS-14 GRADE LEVEL you must possess at least ONE FULL YEAR specialized experience equivalent to at least the GS-13 grade level.
Specialized experience is defined as experience performing at least four out of five of the following: Serving as a subject matter expert in Federal environmental reviews and authorizations pertaining to the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act, and other relevant Federal statutes and regulations; Managing the preparation, review, and approval timelines for various environmental permit applications; Implementing best practices to add consistency, predictability and accelerated timeliness to federal infrastructure permitting processes; Identifying and tracking of performance metrics related to environmental permitting projects; Coordinating environmental permitting projects involving multiple stakeholder interests.
IMPORTANT: Your resume must clearly document the following for each block of work experience: month and year the work assignment began and ended; the hours worked per week; position title, and series and grade (if federal); and description of duties performed.
Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holds, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet 'time-in-grade' requirements (have served 52 weeks at the next lower grade in the normal line of progression of the grade to which you are applying).
NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), 'Notice of Personnel Action' that indicates proof of status and time-in-grade eligibility.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
