Responsibilities

Represent FSIS at foreign government and interagency meetings related to regulatory and trade issues related to the geographical regions assigned.

Serves as subject matter expert to conduct or direct complex projects and programs related to import and export operations of meat/poultry/egg products.

Formulate strategies for FSIS import and export food safety positions.

Develops sources of information and identifies and performs in-depth analyses of issues.

Analyzes the consequences of adopting various proposals, policies, and forecast developments potentially affecting the international program.

Develops options and alternatives, coordinates findings, and recommendations with other interested/affected parties.

Coordinate information related to imports and exports of meat/poultry/egg products with other program areas and agencies.

Draft and deliver written and oral communications and/or presentations.

Monitor assigned program areas for changes and/or developments.

Preparing analysis for major developments within program area.

Exercise discretion and independent judgement while reviewing established or proposed export operations, import reinspection operations, policies, and procedures.

This position requires drug testing. Selectee must submit a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter.

Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration at the GS-14 grade level).

Applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates at least three of the following specialized experience statements: Applying USDA (or similar departmental level) regulations and/or policies to solve problems and make recommendations pertaining to any of the following: regulatory and international trade or import and export of meat/poultry/egg products; Planning and/or organizing work, making sound and effective regulatory and technical decisions; Developing strategies in alignment with agency goals to address the following: issues with ongoing import and export operations and issues regarding foreign commerce of regulated products; Preparing and reviewing comprehensive action plans and reports documenting policy options or more major analysis on topics related to imports or exports; Facilitating coordination with foreign governments, other agencies, and subject matter experts on issues with import and export of meat/poultry/egg products; Using tact and diplomacy in communication with others among multiple groups to accomplish the Agency's mission and strategic objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.

If you are selected, you may need to complete a Declaration for Federal Employment (OF-306) prior to being appointed to determine suitability for Federal employment and to authorize a background investigation.
