Responsibilities

This position is under the supervision of the GS-14 Processing and Mapping Section Supervisor.
Incumbent executes more than one kind of work, each kind representing a requirement for a distinctly different body of knowledge, and for which this position provides both technical and administrative supervision.
Develops educational project proposals related to the processing steps and audits of Account Level Budgeter (ALB) and VA Conversion (VCNV) modules of DSS.
Evaluates instances of missing/incorrect mapping at the Station Level that affect product level costs.
Responsible for creating national level curriculum for VHA program offices and field stations on the application of ALB and VCNV, standards and procedures to assure compliance with applicable regulations and guidance.
Designs, supports, and develops distance-learning materials (e.g., video recording, web based training) to support labor, contract, and supply mapping.
Uses a variety of multimedia software, such as Snagit, Camtasia or Captivate to create and deliver training products.
Assists with development, editing, and formatting of the National Labor Mapping Tool (NLMT), National Supply Mapping Tool (NSMT), National Contract Labor Mapping Tool (NCLMT), Clinic Workload Labor Matchup Reports (CWLMR), RVU Modeling Tool technical manuals for clarity, conciseness, and user-friendliness.
Develops and maintains knowledge of the software functionality and processes through classes, on-the-job experience, and self-study to provide or augment provision of technical assistance and software application support to a variety of audiences/users.
Works with VHA Headquarters, MCAO, VISN Offices, medical centers, and vendor staff to provide continual support for the training of MCA in the nation.
Works with MCA Managers nationally and MCAO staff to share best practices, provide feedback and improve resource allocation, clinical efficiency, and overall tracking of costs.
Cross coverage training with the Reporting and Analysis Team is required.
Performs other duties as assigned.

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
For a GS-12 position you must have served 52 weeks at the GS-11.
All applicants must meet the following qualification requirements for this position.
Training Instruction Series 1712 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled (YOU MUST SUBMIT A TRANSCRIPT IF YOU ARE QUALIFYING BASED ON EDUCATION.)
OR Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.
GS-12 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Training Specialist, GS-12 position, and that is typically in or related to the work of the position to be filled.
In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience.
GS-13 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Training Specialist, GS-13 position, and that is typically in or related to the work of the position to be filled.
In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience.
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume.
You must provide work experience information such as hours per week, salary, starting/ending dates of employment (month and year format), and grade levels for all Federal positions to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
Physical Requirements: The incumbent's work is primarily sedentary but may involve some walking, standing, bending, and carrying small items such as books and papers.

Preferred

3 years MCA Training experience on completing monthly/yearly processing with the Decision Support System (DSS)
