Responsibilities

Participates with the Executive Director in the planning and program development of PEIP programs to support PPQ’s mission, goals, and policies
Provides overall leadership, direction, coordination, and operational accountability for the QPAS unit and associated programs
Collaborates and communicates with other Federal and state partners to effectively plan and administer joint and/or cooperative programs and activities
Represents the Executive Director in meetings and dealing with outside groups such as Members of Congress, agricultural industry groups, and officials of other government agencies for the purpose of explaining PPQ programs
Provides overall direction and coordination to subordinate staff members. Supervises a staff of multiple scientific, technical, and support employees.
Identifying and establishing measurable performance indicators and goals as a qualitative measure of success
Directs program-oriented planning and evaluation with a view toward Federal/State and international plant health goals and objectives

Required

You must be a US Citizen or US National.
Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one-year probationary period, unless previously served.
Subject to one-year supervisory/managerial probationary period unless prior service is creditable.
New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter.
Final appointment and continued employment is conditional on negative results for illegal drug use.
In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
All USDA employees are required to be enrolled in Continuous Vetting.
The position is generally sedentary, although there is prolonged standing at times.
Occasional site visits to groves and other agricultural sites require walking in potentially rough terrain subject to a variety of weather conditions.
Valid state driver's license is required at the time of application.
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience identifying deficiencies in program areas and making recommendations to management officials concerning appropriate corrective action.
Experience developing plans to meet short- and long-term goals of an organization, including strategic and operational planning.
Experience leading teams and motivating team members to accomplish group goals.
Experience leading agriculture-related regulatory programs, including but not limited to plant health, pest exclusion, or import programs.
Experience working collaboratively with internal and external stakeholders or cooperators to effectively develop and manage Agricultural Quarantine and Inspection programs.
