Responsibilities
Directs all contracting and procurement activities;
Provides advise and technical information;
Advises, guides and collaborates with OIG senior-level management officials to develop and formulate acquisition plans and policies;
Directs the planning and execution of pre-award and post-award contracting functions;
Directs the procurement of equipment, supplies and services and the award, administration and close-out of contracts;
Develops and administers the small and disadvantaged business program;
Serves as a technical expert and senior Contracting Officer for OIG with unlimited signatory authority;
Represents the Agency in non-litigation dealings with GSA, GAO, OMB, Congress and other organizations with oversight authority for OIG;
Assumes the full range of supervisory responsibilities for staff members directed by this position.

Required
U.S Citizenship is required.
Registration with the Selective Service (if applicable).
Suitability for Federal employment determined by background investigation.
One-year probationary period may be required.
Time in grade must be met within 30 days of closing date of announcement.
Confidential financial disclosure report (OGE-450) is required.
Applicants MUST have one year of specialized experience equivalent to the GS-14 grade level in the Federal service which provided the knowledge, skills, and abilities to perform the duties of the position.
Examples of specialized experience MUST include experience: Providing authoritative guidance to senior level officials on the delivery of high-quality goods and services; and Analyzing a program to identify operational problems and develop solutions; and Providing managerial leadership to direct, coordinate, and oversee work.
Education used as part of an application package will only be considered if complete transcripts are submitted and must be from an accredited institution as recognized by the U.S. Department of Education.
