Responsibilities

Provides technical vision at the enterprise, portfolio, and program level for the design, development, configuration, component and multi-system integration, information systems compliance with federal regulations and VA policy, software release and operational issues to help ensure successful delivery of Product Line, program, and project capabilities.
Responsible for providing technical guidance and technical tasks to support capability delivery.
Conducts technical design and implementation surveillance of products and identifies issues and/or risks.
Recommends solutions to realign the product with the approved roadmap, assisting in the resolution of complex technical issues, by identifying the root cause, the degree of impact, and directing remediation for failures covering design, development, component/multi-system integration, cybersecurity, network infrastructure and communications, cloud infrastructure, database technologies, application and operating system technologies, and hand held/mobile technologies.
Develops and maintains business, systems, and information processes to support enterprise mission needs; develops information technology (IT) rules and requirements that describe baseline and target architectures.
Serves as a member of the Product Line/program technical team to quickly assess and recommend technical approaches and solutions to technical problems for software/systems architecture, software/systems development, component/multi-system integration, infrastructure/networking, databases, cyber/security, and cloud.
Creates enterprise and program standards, create technical roadmaps, lead solutioning from intake through delivery, lead preliminary and final design reviews, perform research and development for enterprise/program standards ascertain the underlying reason for non-production and production issues and work with the technical teams to accelerate remediation and bring VA systems back online.
May serve as Certified Contracting Officer's Representative (COR) or Program Manager for a Contract. Duties include developing Statements of Work (SOW), understanding of contract clauses based on laws; policy, and procedures contained in Federal Acquisition Regulations (FAR), and other directives.
Serves as technical liaison between the contractor and the Principle Control Activity (PCA) ensuring satisfactory performance and timely delivery of products and/or services; provides technical direction/clarification and guidance to contract specifications included in the statement of work.

You must possess IT-related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization with specialized experience in each of the following areas: Experience leading intake requirements collection and analysis, requirements planning, procurement, design, modification, integration, testing and deployment of IT systems in a heavily customer-facing services environment; experience providing oversight for the development of IT systems test strategies, plans, and scenarios and working with internal and external stakeholders.
Selective Placement Factor 1: Mastery experience leading diverse standing and/or ad hoc teams/work groups comprised of multi-faceted member, including but not limited to Federal/government employees, contractors, and private sector personnel.
Selective Placement Factor 2: Demonstrated mastery of scaled Agile framework (methodologies) and working in Agile team environments.
