Responsibilities
Manage program/project management and systems lifecycles to include: acquisition, development, modification, enhancement, deployment or decommissioning of product, service or system.
Tracking, analyzing, and coordinating multiple, complex applications development projects using principles and guidelines of the Project Management Institute and Capability Maturity Model Integration methodologies.
Facilitating cross-functional and cross-team planning sessions to ensure integration of critical path development activities.
Participating in formal change and configuration management processes as a senior technical analyst to ensure adherence to approved VA processes and to identify cross product configuration issues for resolution.
Managing projects based on the approved plans to ensure the successful implementation of software solutions.
Provide oversight for the development of information systems testing strategies, plans or scenarios working with stakeholders and Test and Software Quality Assurance Services representatives.

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers and similar items to and from meetings.

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT: Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Web applications with a focus on linkage and knowledge of programs such as Pay.gov, Adobe Sign, or DocuSign and a preferred knowledge in jQuery, AJAX, SQL.
Selective Placement Factor: 1) Prior management experience in high level IT projects as a product manager managing JIRA projects/tasks for developers (FTE and contractor). 2) Must have experience in API development in C#.NET and VB.Net with MVC and MV/VM design.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
