Responsibilities

Maintain, update, implement, execute, and manage a Test framework/methodology for the following:
Planning and Execution
Verification and Validation of Requirements, Evaluation Criteria, Success Criteria, Metrics, Operational Level Agreements, and Service Level Agreements
Installation, Structural, Configuration, and Infrastructure Testing
Operations and Maintenance Testing
Participate in and assist with the facilitation of ad-hoc and recurring meetings pertaining to test management.
Manage the logistics, such as scheduling and meeting planning, venue reservation, setting agendas and taking meeting minutes.
Update and maintain a TM plan, policies, processes, and procedures that reflect ITIL best practices.
Maintain and enhance the Rational Tool Suite (Rational JAZZ) in support of TM.
Update, measure, analyze CSF and KPI, and design and generate metric reports.
Update status and performance reports for staff and senior management.
Update broadcast messages and presentations, and conduct briefings to address program changes, highlight key events and program results.
Update training plans and training materials for TM and conduct training on a scheduled and ad hoc basis.
Provide individualized instruction for IT staff and contractors on the TM key process areas, associated templates and procedures.
Enhance, operate and maintain TM system/tools and interfaces with other tools (e.g., Change, Problem, Configuration, Release, and Incident Management Systems).
Identify opportunities to (continuously) improve, schedule and implement improvements at predefined intervals and on an ad-hoc basis.
Follow the test processes for operations and maintenance releases.
Use and revise the TCM&G Program Office's Enterprise Test Team (ETT) documents and templates, as needed.
Facilitate the test initiation and test planning activities.
Perform test execution by executing test cases and scripts provided by the application support teams and documenting any issues and defects discovered during testing.
Provide test results reporting and analyses.
Facilitate test execution by scheduling and managing ETL resources and gathering and storing test assets in accordance with ETL Provisioning Procedure.
Maintain test measurements and monitoring to improve the efficiency and effectiveness of system validation.
Automate and maintain a library of test models, test cases, test scripts and test data that can be re-used.
Ensure testing is integrated into the project service lifecycle so defects may be detected and removed as soon as possible thus reducing incidents in production.
Establish a risk-based testing approach aimed at reducing risk to the business.

Required

Bachelor's degree from an accredited college or university in any Business field or Information Technology-related fields; or relevant experience
Familiarity /Experience in ServiceNow
A minimum of 7 years of combined experience with leading enterprise test management initiatives, including, but not limited to, DevOps/DevSecOps, script development, cloud testing, test automation, and test service management
7+ years related work experience in testing and evaluation.
Experience in government program integrated test philosophy, test regulations, and coordinated test, and evaluation program.
Experience in developing policies and procedures for testing and evaluation.
Good presentation and communications skills across multiple levels of the organization, including senior management.
Must be able to articulate messages across a variety of audiences.
Self-driven and ability to work independently.
Have great degree of technical understanding and literacy.
Strong customer service, analytical, research, interpersonal and problem-solving skills required.
Working knowledge of MS-Office products for Windows including Word, Excel, Visio, Project and SharePoint.
Ability to obtain and maintain a Public Trust
