Responsibilities
Primarily supports the bureau/office providing funding for the position, manages the full cycle recruitment process for the Crisis Operations Team, engaging in tactical and strategic sourcing to attract, identify, and place top talent.
Provides operational, policy and technical guidance on classification and position management issues to the Crisis Operations Team.
Develops agency-wide guidance material on the implementation of methods and procedures involving areas that require new or substantially modified work methods or procedures of operational problems or deficiencies.
Facilitates delivery of an exceptional customer and applicant experience by providing accurate, thorough, and responsive service.
Identifies key policy issues and develops operating policies, procedures, and guidance pertaining to the assigned area of Human Resources operations.
Makes conditional and final offers to selected applicants and performs a variety of onboarding/off boarding tasks such as reviewing preliminary documents, requesting security validation, requesting eOPF files for new Crisis Operations Specialist.

Required
United States Citizenship is required.
Must be able to obtain and maintain a Secret security clearance.
Males born after 12/31/1959 must be registered with the Selective Service.
You may be required to serve a two-year probationary period if selected.
Direct Deposit/Electronic Funds Transfer is required.

These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Workplace Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
This is a Time Limited appointment NTE 5 years.
Specialized Experience GS-11: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes: Providing human resources (HR) operational support in areas such as Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits, and/or On-boarding for or in support of an international development organization.
Supporting the implementation of HR policies that align with organizational standards.
Providing operational HR advisory services to resolve complex or sensitive HR issues.
Specialized Experience GS-12: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes: Applying complex federal laws, regulations, and policies to provide expert guidance in human resources (HR) functional areas such as Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits, and/or On-boarding.
Developing strategic solutions for complex HR organizational issues for or in support of an international development organization.
Conducting in-depth analysis on the impact of existing or proposed HR policies, regulations, and/or legislation to provide support in executive-level decision-making.
