Responsibilities
Process public records requests, make determination regarding request and communicate results.
Communicate with requestor to clarify scope of request and records identified.
Examine records to ascertain if they can be released or need to be redacted or withheld, in compliance with state laws, case law and policies.
Redact records requested according to applicable laws, rules and regulations.
Search multiple systems to find records that are responsive to the request.
Exercise independent judgment to interpret federal and state statutes, including the Public Records Act, case law, administrative regulations and department policies concerning the disclosure of information and to manage workflow and deadlines in order to provide timely response to public disclosure requests.
Resolve issues regarding obtaining complete information and records with the respective manager or appointing authority.
Provide technical assistance to staff, supervisor and managers with identifying requested information.
Examine all information and records collected to ascertain if the record is complete or if information appears to be missing.

Required
Six (6) years of experience in forms and records management, public disclosure, or other clerical duties associated with records/customer service.
One (1) year of experience as a Forms and Records Analyst 2.
An Associate's degree in business administration, accounting, social services, law, paralegal, or a related field AND four (4) years of experience in forms and records management, public disclosure, or other clerical duties associated with records/customer service.
A Bachelor's degree in business administration, accounting, social services, law, paralegal, or a related field AND two (2) years of experience in forms and records management, public disclosure, or other clerical duties associated with records/customer service.
Preferred
Previously demonstrated high level of understanding of Children's Welfare records, as well as the requirements of the Public Records Act and other laws impacting disclosure of records, in order to successfully coordinate with other parts of the agency.
Previously demonstrated ability to stay current on court rulings and changes to the public disclosure laws and the laws affecting the records of DCYF.
Previously demonstrated ability to stay current on public disclosure and privacy laws.
Previously demonstrated knowledge of computer systems including FamLink, Outlook, AX, Agency Records Requests Tracking System (ARRTS), and redaction software.
Previously demonstrated advance skill utilizing Microsoft Office Suite (Word, Excel and Outlook).
Previously demonstrated skills in attention to detail and good organization.
Previously demonstrated ability to interact and correspond professionally with internal and/or external customers.
Previously demonstrated ability to work in a high volume, diverse, and stressful environment.
