Responsibilities

Provide Cost/Price reviews of financial assistance applications and awards to support obligation of federal funds and administration of awards in accordance with applicable laws, regulations, and policies.
Analyze budgeted costs against project objectives and entity financial management capabilities. Complete a detailed review of the direct and indirect cost elements of material, labor, overhead, travel, general and administrative expenses, subcontract costs, and other direct costs which extend over the life of the award.
Review information from entities with limited cost accounting experience and/or complex interdivisional relationships and for research and development, demonstration, and/or deployment projects.
Assist in the closeout of financial assistance awards by coordinating and analyzing cost-incurred and closeout audits; developing a final cost recommendation of the allowable costs incurred; and negotiating and recommending final cost settlements.
Provide advice and guidance to Contracting Officers and other DOE personnel on specific indirect pricing matters, Cost Accounting Standards and accounting practices, Generally Accepted Accounting Principles, Financial Accounting Standard Board related matters, and cost estimating tools.
Provide training to DOE personnel covering a broad range of techniques, issues, and new developments related to Cost/Price.

This position is included in the DOE Acquisition Career Management Program. The selectee will be required to meet specific certification requirements within a reasonable period of time (typically 24 months) from the date of placement in the position.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Held an 1102 series position in the federal government at or equivalent to the same grade as this position on January 1, 2000, and are excepted from this requirement.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-09 A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Analyzing contract price, cost and financial analysis. AND Reviewing in detail the significant contractor proposed cost elements. AND Developing cost and price analysis techniques; evaluating proposals for new facilities, major program activities, and alternatives; and assisting in negotiations on cost and/or price issues.
EDUCATION: 2 full academic years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Graduate Education.
COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
SPECIALIZED EXPERIENCE: GS-11: A qualified candidate's online resume and personnel records must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Performing cost and price analysis techniques, comparing proposals against previous history and actual expenditures to determine reasonableness of price or bids. AND Evaluating reasonableness of contractor's projected estimated proposal costs through cost and price analysis. AND Developing and providing advice on policies and procedures relating to contract cost and price analysis for acquisitions.
EDUCATION: 3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.
COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
CTAP/ICTAP candidates: To be considered 'well qualified' you must (1) meet all of the requirements as described in this section; and 2) be rated 'well-qualified', which is defined as having a score of 85 or better.
