Responsibilities

Primary contact with clients and approving agencies.
Will serve as the Designer of Record (DOR) for state and federal projects as well as be the MNS Project Manager coordinating with client and MNS team.
Will act on behalf of clients as their Project Manager when tasked to do so and coordinate with client contractors and management of CIP project construction.
Manages professional and technical staff and contract administration.
Will provide engineering design, analysis, and direction to staff as necessary to complete a variety of Capital Improvement Project (CIP) designs, including but not limited to road way design and maintenance, concrete improvement, ADA compliant modifications to public right of way, storm drain improvements, grading and drainage plans, erosion and sediment control, slope repair plans, etc.
Will work with staff as necessary to provide project plan set and specification design, direction, coordination, management, quality control, and engineering stamp.
Will prepare and/or review construction cost estimates and will be familiar with construction cost pricing resources to prepare accurate estimates reflecting current and local construction markets.
Will lead coordination with multidisciplinary design teams to create a complete product package meeting project and client goals.
Will oversee and perform reviews RFIs, submittals, shop drawings, change orders, materials testing and various contractor reports to confirm compliance with project plans, specifications, and industry standards and provide engineer’s stamp as necessary.
Reviews and/or prepares Storm Water Pollution Prevention Plans (SWPPP), Storm Water Control Plans (SWCP), Erosion & Sediment Control Plans (E&SCP), and stormwater reports for compliance with municipal codes, ordinances, and state permit requirements.
Will coordinate with staff to provide oversight and direction of client MS4 permits.
Prepare and present Capital Improvement Project (CIP) staff reports, contracts, amendments, memorandums and other documents required for the proper permitting, designing, bidding, and awarding of CIP projects following various municipality procedures.
Will be in charge of managing project budgets and client invoicing.
Assists with recruitment and performance evaluations.
Client Acquisition & Relationship Management: Identify, engage, and manage relationships with municipal clients. Develop proposals and strategies to win new contracts with local governments.
Staff Attraction & Team Building: Develop strategies to attract top engineering talent. This might include outreach, partnerships with local engineering schools, or implementing attractive workplace policies.
Project Oversight: Lead multiple municipal projects, ensuring quality compliance, and timely delivery.
Stakeholder Collaboration: Work closely with internal teams to align project goals and team growth needs, and act as a liaison between clients and the engineering team.

Required

Bachelor’s Degree in Engineering from an accredited program
Professional Engineer License in California
Engaged in life-long learning to maintain knowledge of contemporary issues
Valid California Driver License
10 + years, Minimum experience of 2 years as a Project Engineer
