Responsibilities

As a participant in the Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position.
Performs contract management functions, such as preparing requests for contract modifications and delivery orders; certifying vendor invoices; validating services and performance, and developing requirements for new and follow-on contracts.
Provides guidance to contractors on the requirements set forth in assigned contracts
Reviews contractor proposals upon request, and advises Contracting Officers of the technical adequacy and correctness of the proposals, and the reasonableness of work estimates.
Monitors contractors' efforts to ensure that the contractors are meet the requirements and the intent of their contracts, in accordance with required delivery schedules.
Prepares and/or presents reports, briefings, etc. about assigned services contracts.

Required

Must be a U.S. Citizen.
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment.
Current Federal Career/Career-Conditional employee, will be placed on an Excepted appointment.
Must meet qualifying recent graduate criteria.
Basic Requirement: This position has a positive education requirement. Applicants must meet the basic education requirements in order to be found minimally qualified for the position.
For the GG-07, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.
For the GG-07 position, qualifying experience is defined as: Experience assisting with reviewing contractor proposals and/or advising on the effectiveness and efficiency of program operations.
For the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.
For the GG-09 position, qualifying experience is defined as: Experience analyzing and resolving problems of work activities AND process related to contract functions.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.
Individuals who have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.
Individuals who will obtain a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution within 90 days from the date of application.
Veterans who were unable to apply within 2 years of obtaining a qualifying degree or certificate due to their military service obligation.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

Preferred

Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements) may be substituted for experience at the GG-07 level.
Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement at the GG-09 level.
