Responsibilities
Reviews, analyzes, and interprets legislation, policies, regulations, programs agreements, and funding agreements.
Assists with the design, conduct, and management of complex financial analyses of major programs.
Establishes and maintains effective relationships with customers/stakeholders, staff, Departmental personnel, legal advisors, financial auditors, executives and line officials.
Communicates effectively, both orally and in writing at an editorial level. Conveys information, ideas, concepts, and theories in a clear, concise, and logical manner in both oral and written communication.
Assesses information from a wide variety of sources to write papers, reports, and publishes work.
Demonstrates teamwork to internal and external customers as well as colleagues and supervisors. Works cooperatively and respectfully, and performs in a professional manner to bring staff together.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
To qualify at the the GS-12 grade level you must have one year of specialized experience at the GS-11 grade level or equivalent performing the following: 1) writing reports; 2) coordinating financial data; 3) responding to FOIA requests; 4) performing internal control reviews; and 5) providing policy advice or acting as a policy advisor.
To qualify at the GS-13 grade level you must have one year of specialized experience at the GS-12 grade level or equivalent performing the following: 1) writing grants; 2) negotiating funding agreements; 3) preparing and presenting briefings; and 4) administering funds.
