Responsibilities
Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, addressing performance problems, and fostering an inclusive workplace.
Ensure that proper and timely attention is devoted to high level, high priority, urgent and/or controversial issues, problems, situations, or information requests.
Researches, analyzes and writes materials relating to program issues, or those for which there is no clear program definition.
Prepares speeches and talking points for the Deputy Administrator and Associate Deputy Administrator as needed.
Monitors status of actions of interest to the Chief of Staff and provides status reports in various forms.
Elicits cooperation and participation from staff and other resources contributing to action tasks, written products, and reports developed on behalf of the Chief of Staff.
Develops agenda, coordinates input and preparation of necessary background materials, and monitors status of action in response to decisions made.
Advises officials in the Office of the Deputy Administrator as well as staff across all program lines on policy development, operational planning, and day-to-day management of headquarters operations.

Required
You must be a US Citizen or US National.
Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one year probationary period, unless previously served.
Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
All USDA employees are required to be enrolled in Continuous Vetting.
Work is normally sedentary and performed in an office setting.
Much of the work is conducted in demanding, urgent, and high profile circumstances requiring skills in stress management and emotional control.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education.
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Identify and propose solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate.
Researching, analyzing and preparing a broad range of information resource documents pertaining to policy and decision-making processes.
Possesses communication skills that ensure timely action, and aptitudes for research and analysis that ensure appropriate action.
Monitoring employee progress of work, adherence to methods and procedures, and prioritization of work through the development of assignments and schedules.
