Responsibilities
Review existing governance bodies, processes, and standards to identify leverageable elements for the MES modernization.
Define and establish enterprise-level, project-level, and technical-level governance bodies (e.g., Executive Steering Committee, Program Management Committee, Architecture Review Board, etc.).
Engage with business and technical leadership to define decision rights, roles, responsibilities, and processes required for effective governance.
Develop a roadmap to implement and evolve the governance framework over time to support key decision points in the MES modernization program.
Create an operational support plan for ongoing governance administration, including managing calendars, communications, agendas, and tracking decisions.
Collaborate with client to identify and adopt toolsets that can support governance processes.
Support communication and training for client staff and vendors on governance expectations and processes.
Review existing client standards related to program management, SDLC, technical, and architectural standards, including statewide standards applicable to the MES modernization.
Identify gaps and determine the necessity to update or replace existing standards.
Develop a roadmap and timeline for drafting, reviewing, and approving all required standards (e.g., PMO, SDLC, technology infrastructure, architecture, and data management standards).
Work with leadership to assign standard owners, define the scope of standards, and draft standard documents.
Establish a regular review cycle for each standard to ensure updates and continued relevance.
Support communication and training on new standards for both client and vendor teams.

Required
Bachelor’s degree in Business Administration, Information Technology, or related field.
5+ years of experience in governance structures, standards development, and project management in large IT modernization projects, preferably within the public sector.
Expertise in Medicaid Enterprise Systems (MES) or similar large-scale healthcare system transformation projects.
Proven experience in developing and managing governance frameworks, including enterprise, technical, and project governance levels.
Strong knowledge of program management, SDLC methodologies, and technical architecture standards.
Familiarity with Medicaid, healthcare regulations, and compliance standards such as HIPAA.
Excellent stakeholder management, leadership, and communication skills.
Experience working with cross-functional teams and engaging with technical and non-technical stakeholders.
Ability to manage multiple tasks, prioritize effectively, and deliver on time.
Preferred
Certifications in IT governance (e.g., COBIT, TOGAF) or Project Management (e.g., PMP, PRINCE2).
Experience with Medicaid Information Technology Architecture (MITA) and its governance models.
Experience with tools and software to support governance processes (e.g., project management, communication tools).
