Responsibilities

Administers the VISN's recruitment and placement activities supporting the mission and operations of the VISN and its MCs to include plans for hard to recruit positions and executes special recruitment programs to attract well qualified candidates.
Reviews administrative and technical procedures to attain maximum efficiency, economy, and effectiveness of operations.
Manages the daily operations of the R&P SSU with the responsibility for integrating and coordinating all areas of the R&P program.
Leads or serves as team member on special projects or comprehensive studies to examine a spectrum of problems or issues that may cross VISN/MC organizational lines.
Leads internal reviews of the R&P program and procedures, with teams of specialists, collaborating with other VISN HR functional specialists, ensuring that the full scope of process, records, and information are reviewed for accuracy and that the relationship of the work performed across functions is assessed for overall accuracy, efficiency and effectiveness.
Recommends/makes selections for subordinate nonsupervisory work/group leaders and other staff members.
Recommends awards or bonuses for nonsupervisory personnel and recommends changes to work assignments, subject to approval by higher-level officials.
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases and identifies and arranges development and other training needs of employees.
Counsels subordinates, develops performance standards, and rates staff.
Schedules vacations and approves leave of subordinates.

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: conducting recruitment and placement activities for a variety of professional, administrative and technical positions; interpreting and applying qualification standards and/or requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; resolving a wide variety of HR issues or problems; utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements, issue referrals to managers, and onboard selectees.
Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: providing expert level human resources advice and guidance on recruitment, placement, and staffing programs to the VISN and/or medical centers' management and staff; comprehensive knowledge of and skill in applying a wide range of advanced recruitment, placement, and staffing principles, concepts, practices, and regulations; leading or serving as team member on special projects or comprehensive studies to examine recruitment, placement, and staffing problems or issues to find solutions, evaluate alternatives, and make recommendations to complex problems and situations; advising management on a wide range of recruitment, placement, and staffing issues such as workforce shaping, special placement programs, recruitment methods, special pay incentives, and national collective bargaining agreement requirements; and reviewing data from automated platforms, performs analyses, summarizes information, identifies trends and develops and implements recommendations.
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
