Responsibilities
Serve as an engineering national technical specialist and principal advisor on inland navigation locks and dams for the Inland Navigation Design Center (INDC).
Review and comment on analyses completed by other technical specialists.
Work with United States Army Corps of Engineers (USACE) research labs to develop data that extends understanding of the technical engineering aspects of projects.
Provide technical direction to the planning, developing, building, and sustaining of a national cadre of competent engineers in the Inland Navigation Design (IND) CoP, within constraints of budgets and programs.
Serve as project lead, ensure performance, quality, execution is consistent with established schedules and requirements.
Coordinate and monitor schedules, progress, and suspense dates to ensure INDC work products and analyses are completed when required.
Develop, review, and/or update USACE engineering publications, criteria, and guidance related to the INDC under the guidance of, and as prioritized by, Headquarters USACE (HQUSACE) Community of Practice (CoP) leaders.
Support the INDC mission with specialized engineering expertise to analyze and design inland navigation projects and integration with other engineering disciplines.
Ensure compliance with established criteria, sound engineering principles, and professional practices
Lead development of methods and tools for use by USACE to support lock and dam design and analysis.
Develop engineering models and tools to be used for risk and reliability analyses to support risk-informed decisions in the design of new locks and dams as well as the repair of existing lock and dams.
Perform all facets of the design and analysis processes for inland navigation MEGA projects, and the ability to communicate these skills in a consistently clear, concise, and accurate manner.

Required
Current Professional Engineer (PE) license must be included in application package.
Bachelor's degree (or higher degree) in engineering from an ABET accredited program or equivalent.
Must possess a valid state motor vehicle operator's license.
One year of specialized experience in developing engineering technical direction to multi-disciplinary teams in the design of new lock and dams, repair of existing lock and dams, and evaluating the performance of organization lock and dam infrastructure.
A degree in Electrical Engineering is required.
Must meet the qualification requirement using experience alone; no substitution of education for experience is permitted.
