Responsibilities

Serve as a senior strategist and advisor to the Director, Office of Human Resources Services (HRS) to create and implement strategies to improve efficiency and drive results, and to provide direction, support, solutions, advice, analysis, and project oversight to managers and staff within HRS.
Perform a wide range of sensitive, complex assignments which cut across the functional responsibilities of HRS; many of which are sensitive enough to require the attention of the Chief Human Capital Officer, Deputy Administrator and/or Administrator, the Office of Personnel Management (OPM), the Office of Management and Budget (OMB), and/or senior leadership in other Federal agencies.
Engage with appropriate OHRM, GSA, OPM, and/or OMB leaders and/or subject matter experts to develop precedent-setting policies, OHRM-wide standard operating procedures, programs or initiatives to address specific identified challenges impacting highly urgent and sensitive operational or programmatic areas of concern.
Lead, direct, coordinate special projects and initiatives on behalf of the HRS Director, frequently involving other organizational managers and outside agencies. Identify and evaluate critical issues, perform complex qualitative and quantitative analysis and research of these issues, develop project plans, milestones and goals to address and follow up on issues until resolved.
Serve as an expert in providing data, analysis, and authoritative advice concerning communication, outreach, branding, advertising, promotion, and public relations to customers regarding HRS products. Recommend and implement plans and strategies designed to maximize the awareness and use of HRS products and services.
Participate in cross-agency discussions and projects to communicate the HRS vision, and to address customer best practices and areas for improvement. Develop authoritative papers and/or reports which state the objectives of the assigned program areas.

Required

US Citizenship or National (Residents of American Samoa and Swains Island)

Meet time-in-grade within 30 days of the closing date, if applicable
Register with Selective Service if you are a male born after 12/31/1959
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
Serve a one year probationary period, if required.
Undergo and pass a background investigation (Tier 2 investigation level).
Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is defined as experience establishing program objectives to ensure organizational goals and requirements are met, developing short and long term plans and guidance to support organizational change initiatives, and analyzing program effectiveness and results.
This experience should also include leading the visual aesthetic for an organization including how presentations and externally facing products look.
