Responsibilities
Develop and implement systems to ensure the efficient management of government relations and public contracts across all Per Scholas markets (currently 25 with plans to grow to 30 by 2030).
Establish processes to ensure compliance with public funding requirements, and streamline contract management for maximized performance and bill rates.
Lead the design and rollout of contract delivery accountability metrics, ensuring transparency, efficiency, and success.
Create, and ensure implementation of, training programs for key staff at all campuses, including leadership and all learner-facing staff.
Develop and maintain strong relationships with local workforce boards, elected officials, and city and state agencies in every Per Scholas market.
Serve as the primary representative for Per Scholas in discussions and negotiations with public entities, ensuring alignment with the organization’s goals and strategies.
Act as a strategic partner to foster collaborations that expand opportunities for public funding and enhance the organization’s visibility in government and public sector circles.
Lead the strategy to increase public funding by ensuring that Per Scholas is eligible to apply for public funds in every market it operates.
Implement a plan to achieve at least an 80% bill rate on all public contracts, optimizing revenue generation from government funding streams.
Continuously monitor and evaluate the performance of public contracts, addressing challenges, and capitalizing on opportunities to secure additional resources.
Create and implement salesforce dashboards to enable all market leaders and key teams to have insight into contract performance.
Lead process to analyze incremental cost (if any) to fulfill contract requirements.
Develop and implement metrics to track the success of contract delivery, ensuring contract goals are met or exceeded.
Provide regular reporting on contract performance, bill rates, and other key metrics to the executive leadership team.
Lead corrective action initiatives when needed to ensure contract terms and objectives are fully realized.
Manage the process to ensure Per Scholas maintains consistent and active presence on the Eligible Training Provider List (ETPL) in each market.
Collaborate with internal teams and external stakeholders to meet the criteria and regulations required for inclusion on the ETPL, keeping updated on changes to requirements and standards.
Lead a cross-functional team, working closely with the fiscal, development, and training teams to align on contract requirements, funding strategies, and deliverables.
Ensure seamless collaboration and communication across departments to optimize the contract management process and ensure alignment on organizational goals.
Provide strategic leadership to guide, mentor, and develop team members across various functions.

Required
Proven experience in a senior-level government relations, public funding, or contracts management role, preferably within a nonprofit or education setting.
Strong understanding of public sector funding mechanisms, particularly in workforce development and training.
Demonstrated success in relationship-building with public agencies, elected officials, and local workforce boards.
Experience in systems design and implementation for contract management, compliance, and accountability.
Strong leadership, communication, and negotiation skills.
Ability to lead cross-functional teams and collaborate effectively with various stakeholders.
Results-oriented mindset with a track record of meeting or exceeding funding goals and contract deliverables.
Bachelor’s degree in public administration, business, or a related field.
Preferred
Master’s degree preferred.
