Responsibilities
Administers the assigned federal stock classes and related activities within the unit. Based upon review of available product information and requirements; research, evaluates, documents, and assesses customer product requests (and other functions/activities) to ensure chemical qualities, composition, and other similar elements of products meet customer requirements in terms of acquisition, transportation, storage, and delivery.
Performs technical evaluations and prepares technical support documents for specifications, standards, commercial item descriptions, item purchase descriptions, and qualified product lists, in GSA managed federal stock classes and for NSNs supporting GSA managed products to include but not limited to chemicals, cleaners of all types, disinfectants, insecticides, polishes and floor finishes for commercial or military applications.
Assists contracting officers during the procurement process by evaluating vendor product data for concurrence with item purchase description salient characteristics. Analyzes requests from contractors for deviations from contract specifications to determine the impact on the function or service ability of an item and provide recommendations to the contracting officer which include cost considerations related to materials and processes.
Reviews complex engineering problems and provides recommendations to GSA management. Analyzes characteristic data concerning new or improved commodities and new items proposed for inclusion in the GSA system. Analyzes characteristic data concerning items submitted to GSA by customer agencies via Supply Support Requests (SSRs).

US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Register with the Selective Service if you are a male born after 12/31/1959
Meet time-in-grade within 30 days of the closing date, if applicable
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
Serve a one year probationary period, if required.
Undergo and pass a background investigation (Tier 1 investigation level).
Have your identity and work status eligibility verified if you are not a GSA employee.
Must be or become hazmat certified for the transportation of regulated (hazardous) materials per 49 CFR, IMDG and IATA regulations within 90 days of being hired.
A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience.
One year of specialized experience equivalent to the GS-11 in the Federal service.
Specialized experience must include two of the following: Experience providing information pertinent to a variety of programs and problems involving chemical analysis; Performing testing, collecting data, implementing solutions for process/production systems; Serving as the technical authority in the field of chemical analysis.
